
The mission of the Clearwater Economic Development Authority is to actively advance economic development and redevelopment in our city in three main ways:
• Assist commercial, industrial, and community development activities.
• Minimize impacts to the environment, public infrastructure, and financial resources of the City of Clearwater and surrounding townships.
• Serve as a resource of information and support for the business community.

As a City, we have a rich history that's rooted along the Mississippi River in Wright County, Minnesota. The ferry has always been an important part of Clearwater's rivertown identity. In fact, the first ferry cable—a three inch manilla rope—was strung across the Mississippi here in 1856. We're known for the innovative distinction of having had longest operating ferry on the entire Mississippi River, and continue to carry that energy with us today.

Kris Crandall

With over 16 years of dedicated service on the Clearwater City Council and a current role as President of the Economic Development Authority, Kris Crandall brings a wealth of experience and strategic insight to the community's economic landscape. A committed leader, Kris Crandall has been instrumental in driving initiatives that foster business growth and enhance the quality of life in Clearwater. Under his guidance, the EDA has supported numerous commercial and residential projects, ensuring sustainable development and economic prosperity for the city. Known for his collaborative approach and in-depth understanding of municipal governance, Kris Crandall continues to work tirelessly to attract new opportunities and strengthen Clearwater's position as a thriving community between the North Metro and St. Cloud.

Whitney

Whitney has been Store Director of Clearwater Coborn's since August 2021. She has been employed by Coborn's since 2012 working her way up from a part-time cashier to Store Director. Whitney has served on the Clearwater-Clearlake Food Shelf Board and has volunteered time at local food shelves in the communities she has resided. Whitney looks forward to expanding her business knowledge outside of grocery retail and partnering with local businesses! In her free time Whitney enjoys crafting, at the start of 2025 she started a small business selling her creations at Salvage Sisters in Waite Park.
Whitney enjoys spending time with her fiancé, his daughter, and their 3 animals - two dalmatians and one (spicy) orange cat!

April has been proud to call Clearwater home for the past 24 years, and she says she truly can’t imagine living anywhere else. Over the years, April has had the opportunity to be actively involved in our community through various roles and volunteer efforts. She served on the Clearwater Parks Board for six years and has participated in numerous volunteer programs, including the church’s Operation Christmas Child program and local events like Music in the Park.
In addition to April’s volunteer work, she works alongside her husband in their family business, Irrigation Management, for the past eight years, handling office operations and supporting the team behind the scenes. April and her husband Chris have been married for 27 years. They have 2 amazing daughters. One is 26 and lives in St Cloud and the other is a junior in high school. April is also a proud member of Clear Valley Business Connections, where she enjoys networking and collaborating with other local business owners for the past four years.

Jenny Massmann
EDA Vice President
Jenny has been married for 17 years and a proud mother to three girls. Jenny is often seen running her children to various activities, including softball, volleyball, and piano lessons. She joined the EDA in January 2021 and has been with American Heritage Bank since 2013. In addition to her role at the bank, Jenny has held the secretary position for Clear Valley Business Connections since January 2017, where she plays an essential part in fostering local business relationships. Jenny’s favorite part of Clearwater is meeting the friendly people and building relationships within the community.
