The City Council adopted City Code Chapter 8 to outline requirements governing rental housing within city limits in 2021. The Rental Housing Registration program will begin to be enforced this year.
It is the purpose of the chapter to assure that rental housing within the City of Clearwater is decent, safe and is operated and maintained so as not to become a nuisance to the neighborhood or to become an influence that fosters blight and deterioration or creates a disincentive for reinvestment in the community.
Under the rental housing ordinance, rental property owners are required to register each residential rental property annually. Property owners must submit the rental housing registration form and related fee to City Hall. Upon approval, a rental housing certificate is issued for the property.
All required residential rental properties must hold a valid certificate by July 1, 2024. Certificates are valid July 1 – June 30.
In the following year, renewals must be received at least 30 days prior to expiration. New rental properties must complete registration at least 30 days prior to renting the property.
